Woman Convicted Of Stealing From Plano HR Group

AUSTIN (CBS 11 / TXA 21) ― A Garland woman has been convicted of stealing gift cards from the Plano workforce center where she was employed.

Carolyn F. Kelly served as a youth services personal representative with the North Texas Human Resources Group in Plano from March 2007 to January 2008. During that time, through an investigation by the Texas Workforce Commission, the U.S. Department of Labor and the U.S. Marshall's Fugitive Task Force, Kelly was found guilty of stealing gift cards meant for the group's youth participants.

Kelly manipulated the incentive gift card program by forging names and requesting additional gift cards for her own personal use.

The Texas Workforce Commission's Regulatory Integrity Division works to prevent this type of abuse and fraud in the agency's programs. Ensuring that funds are used exclusively by those who meet the appropriate eligibility requirements is one of the division's top priorities.

Kelly formerly served as a contractor with the North Central Texas Workforce Board.

On December 11, Kelly was sentenced to two years probation and ordered to make a $1,400 restitution, pay a $500 fine and perform 80 hours of community service.
