Guilty Plea In Dallas City Hall Corruption Case

DALLAS (CBS 11 News/ AP) ― One of more than a dozen people charged in a bribery and extortion scheme within Dallas City Hall has pleaded guilty.


According to documents filed in court Wednesday, Dallas businesswoman Andrea L. Spencer admitted that she knowingly and willfully combined, conspired, confederated, and agreed with co-defendants D'Angelo Lee, Ron Slovacek and others, in a transaction and series of transactions, to corruptly offer, give and agree to give something of value of $5,000 or more to a person, in connection with any business, transaction, and series of transactions of the City of Dallas, with intent to influence and reward an agent of local government.

The U.S. Attorney's Office said Spencer entered a guilty plea Wednesday to one count of conspiracy to commit bribery concerning a local government receiving federal benefits.

Spencer's minority certified business bid on an affordable housing development and received contracts worth more than $800,000.

Court documents allege Spencer later gave money to reward then-Mayor Pro Tem Don Hill for his official support of the business interest.

The 33-year-old Spencer faces a maximum sentence of five years in prison, a $250,000 fine and restitution. She is scheduled for sentencing in August.
