Animal Control Changes Upset Dallas Pet Owners

DALLAS (CBS 11 / TXA 21) ― Dallas pet owners are flooding city hall with complaints. They say some rumored changes to the city's animal control ordinance are too restrictive.



Critics say the proposed changes were concocted in secret; and even though the issue is set for discussion Monday, nothing formal has been presented in writing.



J.C. Cole and his dog 'Bogie' spent the morning in a serious game of fetch. Both oblivious to talks at city hall that could affect their futures… like forcing Bogie to get fixed.



"He's only six months, but what if I wanted to breed him or got another female and they bred," asked Cole.



The problem is not with responsible owners, rather with puppy mills and people who abandon dogs that often end up in animal shelters.



Dallas had to euthanize some 27,000 pets last year, plus handle another 10,000 that were able to be placed in adoptive homes.



Rumored changes in the ordinance include - limiting the total number of dogs and cats in a home to six; mandatory spaying or neutering as early as four months. The only neutering exception would be for breeders of purebreds, but they would have to pay a $500 licensing fee.



"But if I want to breed them, to my girlfriend's dog because that's a cute dog, I'd like to be able to do so [and] have the freedom to choose," said Dallas dog owner Kay Clifton.



Clifton believes in neutering for her Papillons but believes the city goes too far in legislating conduct. She also worries that the changes are being done in secret.



CBS 11 News has received numerous e-mails complaining of changes that are, 'sneaking in the dark of night'. Another e-mail warns that forcing the neutering for all but purebreds effectively eliminates, 'the great American mutt'.



There have been so many complaint calls to Dallas City Hall that Monday's meeting has been moved to the council chambers at noon.



A number of Dallas told CBS 11 News that while these changes need to be reviewed they do support proposals that would eliminate the tethering of dogs and require more humane standards for their enclosures.
