Rough caulking, crooked tile laid over rotting wall boards and poor cabinet work inside and out are just some of the concerns Arlington resident Tony Magnus has expressed.

There's supposed to be lighting and there's no lighting to come up the stairs," he pointed out in the hallway leading from the lower floors.
According to records, of the 190 apartment complexes in the city, more than a quarter of them have failed inspection.
Another resident Sara Dalton said in three months management at her apartment complex has changed at least twice.
"That's a poorly maintained property. It has an out-of-town, disengaged property owner," Michael Thomas with the city's code compliance said of the Castle Pines Apartment Homes.
"It's one of our chronic property problems we have here in this city and one of the reasons we wanted to institute this program."
