New Law Prohibits Leaving Dogs Chained In Backyard

DALLAS (CBS 11 News) ―
New Texas laws go into effect this Saturday (September 1).
One of those laws could turn a common practice by some dog owners into a crime.
The anti-tethering law forbids owners from restraining their dog overnight or during inclement weather.
It also regulates the type of collar and length of leash you can use.
Punishment for a first offense is equivalent to a traffic ticket.
Even supporters of the bill admit that enforcement will be tough.
"It's a good start, and you have to build on these things," said Skip Trimble with the Texas Humane Legislation Network. "But I'm hoping Dallas will do better."
He and other animal welfare advocates say they'd like to see Dallas and other cities pass an outright ban on tethering.
