Dallas Police Chief Fires Two For Ticket Scandal

DALLAS (CBS 11 / TXA 21) ― Dallas Police Chief David Kunkle fired two longtime officers and suspended two others today because of their alleged involvement in a ticket-writing scandal.

In a statement, DPD spokesman Vernon Hale said Kunkle fired Senior Corporals Alfred Schoelen and Jeffery Nelson for, among other things, entering false information on tickets.  Kunkle suspended Sergeant Walter Clifton for five days for directing his officers to enter false information on tickets.  He also suspended Senior Corporal Timothy Stecker for ordering people to sign blank tickets.

The department has been investigating the officers for several months.  In December, the department said its investigation found that Stecker and Nelson made homeless people and prostitutes sign blank tickets so the officers could later enter any offense they wanted.

Kunkle disavowed the practice when the investigation was announced.  He said departmental investigators determined that the two officers used the blank tickets as a law-enforcement tool.

But, Kunkle said, "It's hard for me to understand any circumstances where that would be appropriate."

Both officers were disciplined previously for charges related to their ticket writing.

In Thursday's statement, Hale said all four men have the right to appeal Kunkle's decisions.
